Summary As a national program manager responsible for leading the Underground Railroad Network to Freedom national program, you will serve as a recognized authority on all aspects of Underground Railroad resource preservation and partnership development.   • Develop and implement strategic plans for the Network to Freedom, including developing and tracking budgets and creating annual work plans
  • Provide technical direction on complex initiatives to identify, document, preserve, interpret and promote Underground Railroad trails and properties
  • Conduct professional reviews and assessment of research and documentation prepared by others related to Underground Railroad properties
  • Coordinate planning, research, outreach, and educational efforts with a variety of NPS and non-NPS partners
  • Build new partnerships with non-profits, state and local governments, and other Federal agencies through formal cooperative agreements
  • Supervise four to eight subordinate staff

Qualifications In order to be qualified for this position you must meet the basic requirement and the specialized experience requirement. Basic Requirement:
  • Possess a Bachelor's or higher degree in history; or a related field that included at least 18 semester hours in history; or
  • Possess a combination of education and experience which includes courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown in A above, plus appropriate experience or additional education.
Specialized Experience: Possess one year of specialized experience, equivalent to the GS-12 in the Federal service, leading American history research projects in order to develop educational or interpretive programming for the general public; reviewing work completed by others to ensure it meets technical/professional standards; interpreting historic preservation laws and regulations for others; and developing cooperative relationships with other stakeholder groups to share best practices, resolve common problems, or complete joint projects Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
